Xbox one controller blinking not syncing

Was working fine but then I re-synced the controller to console and now it just wont connect to the PC. All I get is the flashing home button. Tried

I've tried syncing it, changing the batteries, and unplugging the console, but it's still blinking. It only stops after I take a battery out, or leave it alone
