When I connect my external USB hard drive my system virtually comes to a halt. I re-formatted the hard drive and then unplugged it and plugged it back in again with the same result. My Lasso program shows virtually no CPU load (less than 5%) and my 16 Gb of RAM is being used at 23% so I have plenty of resources. I'm showing 100% responsiveness. No disk I/O issues.
